      Abstract

      One of the goals of human resource management, ensuring the organization has a workforce motivated and high performing, well equipped with facilities to deal with changes that can meet the needs of their workers, because of human existence in the organization have a very vital position, where success is determined by the organization quality of the people who work in it. And individual performance of each activity is a key achievement of productivity, because performance is a result of which people and other resources that exist within the organization together to bring the final result based on the level of quality and standards that have been specified. One of the aspects of managing employees is giving motivation or encouragement to employees. Giving encouragement is meant to remind the people or employees for their enthusiastic and able to achieve the desired results as the organization. The purpose of this study is to analyze the influence of motivation and competence to employee performance Bureau of Finance Secretariat of East Java province and analyze the effect of variable competence to employee performance Secretariat of Finance Bureau of East Java Province. The object of research is the employees at the Bureau of Finance Secretariat of East Java Province. The sampling technique in this study is the Simple Random Sampling, the sample in this study amounted to 73 people the respondents, who are all staff at the Bureau of Finance Secretariat of the East Java Province. To test the hypothesis used analytical techniques SEM (Structural Equation Modelling). Based on the research results, that motivation has positive and significant impact on staff performance and competence have positive and significant impact on the efforts of workers.
