Abstract

CSR as a research topic always related· in private sector. Profit oriented company.has an obligation to share benefits for its environment, to develop its commupity., Flirther, some research argued for CSR as a voluntary or mandatory. So, it is strange if we relafed CSR in public sector. People know if public welfare is the objective of the public sector organization. This paper presents a summary of the fmdings from our literature review of the embedding CSR in pUblic sector. This literature review explores how public sector agencies treated CSR concept by examine the articles and review some cases. Reaching the objective, is it, CSR really matter in public sector. It is found that although the contemporary CSR agenda is maturing, the term "CSR" has not yet taken hold within many public sector agencies, either in industrial or developing countries. The role of the public sector in CSR is complex and is an emerging field, usual role related are mandating, facilitating, partnering and endorsing. As an agencies that responsible with public welfare, covering poverty, economic development, government should run the social responsibility better, but it is failed because of power abuse and the ethical issue.
