Abstract
This study is based on the most of phenomena that often occur in the middle of home phone customers in Surabaya one example which is the home phone customers who feel cheated by the Telkom in the installation package of fixed bills to unilaterally. The purpose of this study was to determine how the perception of home phone customers to keep PT.TELKOM bill package through nirmass media. The method used in this study is a qualitative method, by depth interview by the informant to get the results that the researchers want. While the theory used is the theory of Deddy Mulyana, which suggests that the perception is the essence of communication. The results of the individual's experience will form a particular view about something. In the same state, one's perception of a thing can be different from the perception of others. In this case the researchers took four people including two informants informant who agreed on a package of bills anyway and another two informants who opposed this fixed bill package.
