Abstract
This study aims to the communication strategy that is done on Dinas Koperasi dan Usaha Mikro, Kecil dan Menengah Pemerintah Kota Surabaya. In structuring of street vendor through socialization. According to the theory proposed by Schramm Willbur, that the similarity in the field of resource and experience is the real target communicated, because part of the signal that is shared equally by the source and target of communication as well as interaction with both parties encode, interpret, turning encode, transmits and receives signals. The type of research is descriptive qualitative, data collected by conducting indepth interviews to the Head and staff of Dinas Koperasi dan Usaha Mikro, Kecil dan Menengah Pemerintah Kota Surabaya as a key informant and street vendor as well as to test the validity of the data. These results of this study indicate that the strategy is to do with socialization for the provision of technical guidance, coordination meetings and outreach to bring resources and competent approach to street vendor.
