Abstract

Recently, an accident on the highway caused by not having a SIM (driver's license ) for children under the age of 17 years . Accidents often occur due to the presence of under-age riders . Surabaya Polrestabes save our student entered the program ( SOS , and hereinafter referred to as SOS ) . The SOS program to overcome or cope with traffic violations among students . Additionally Mabespolri trap makes the pilot project . The pilot project is an early learning traffic . Based on the above, the researchers wanted to know what the barriers and communication models used by the Polrestabes Surabaya to promote the SOS program . The theory used in the study of mass communication , interpersonal communication and communication models Nurudin . The method used in this study a qualitative method . Based on the analysis and discussion can be found that still there is resistance . And the communication model used a two-stage model of communication .
